Code Amendment Proposal Process

Beginning February 15, the division will accept code amendment proposals for:
  • Oregon Residential Specialty Code
  • Oregon Plumbing Specialty Code

Affected Codes
The code amendment process opens in 2007 for two codes:

Oregon Residential Specialty Code

The current residential structures code in Oregon is the 2005 edition of the ORSC, which is based on the 2003 International Residential Code (IRC) with Oregon amendments. The division proposes to update the ORSC with the recently published 2006 IRC. The IRC will likely be adopted with Oregon amendments.

 

Oregon Plumbing Specialty Code

The current plumbing code in Oregon is the 2005 OPSC , which is based on the 2003 Uniform Plumbing Code (UPC) with Oregon amendments. The division proposes to update the OPSC with the recently published 2006 UPC. The UPC will likely be adopted with Oregon amendments.

 

Process

Any interested person may propose to:

  • Change an existing Oregon amendment

  • Add an amendment to the proposed base model code, or;

  • Make recommendations to incorporate statewide code interpretations, and alternate method rulings into the newly adopted code

Proposals must be submitted in writing, and can be submitted using the division’s code amendment proposal form that includes the code amendment proposal criteria.

 

The 2008 ORSC and the 2008 OPSC are scheduled to be effective April 1, 2008.

 
Code Review Committee

A code review committee reviews new proposals and current Oregon amendments for a specific code. The committee makes recommendations to the appropriate board.

 

The committee meetings to review proposals for the 2008 ORSC and the 2008 OPSC will be scheduled for late spring 2007 and will likely continue through July 2007.

 
Timetable
  • The division is accepting proposed code amendments for the 2008 ORSC and the 2008 Oregon OPSC any time from February 15, 2007 through April 2, 2007.
    No proposals will be accepted after April 2, 2007.
