Permit fees - branch circuits

Q: A 200-amp service is in a house that has been moved into and the circuit breakers are in the meter main. The 200-amp service will be changed out. Is a "branch-circuit" permit required for each branch circuit that goes into the old panel and is spliced?

A: Yes, if splices occur at more than one location. The ability to change a service without fees for branch circuits is allowed only when splices occur at one location or in one junction box. Please see OAR 918-309-0040(6) and OAR 918-309-0060.

Permit fees - Breakers

Q. An $86 permit is required in Roseburg to change out a $45, 100-amp main breaker. This is a hardship for some customers and a hard sell in all cases for contractors.

Permit fees - hourly

Q: Will you review the Oregon Administrative Rules and Statutes to determine whether or not there is an option for an electrical contractor to pay an hourly permit fee rather than using the calculation method on the permit applications?

A: ORS 479.870 provides that the Electrical and Elevator Board shall provide by rule a statewide uniform method of calculating permit fees. OAR 918-309 provides the uniform method required by ORS 479.870 and OAR 918-309-0070(8) provides that an hourly rate is only available if the standard method of calculating fees doesn't cover the particular installation. A change in Oregon Administrative Rule is required in order to change the current method.

Permit fees - modifying a permit

Q. n the August-November 2003 copy of NEWS Flash, there was a question about adding a feeder to a new panel in a major remodel so that an arc-fault breaker could be used. It is not clear if you are talking about an additional fee for inspecting the feeder. You state that a new permit does not need to be obtained; do you mean that the electrician does not have to pay for a feeder and feeder inspection?

A. No. Under 918.309-0000(2) an open permit may be modified anytime prior to final inspection. Fees are required to be paid prior to final inspection.
