Outlet elevation

Q: Residential remodel including a complete rewiring of the previously ungrounded circuits; permit and work done by the home owner; resulted in an inspection requiring elevating the duplex outlets in the garage, even though there are no gas appliances in the garage. The natural gas fired furnace and water heater are located in an unfinished basement room. By the by, there was no inspector call on the location of the two GFCI outlets in the basement room. Is the 1 & 2-family fuel/gas ruling applicable to garages only?

1) Code does not require the receptacle to be over 18" high in a one- and two-family dwelling garage, but this panel does recommend installation at 18" or higher.
2) There is no code requirement to have GFCI outlets installed over 18" in a one- and two-family dwelling basement.
