Q: Please review the NEC articles and the Administrative Rules regarding protection of non-metallic cable above the panels and issue an interpretation.

A: OAR 918-305-0165(3) provides that non-metallic sheathed cable located within 8 ft. of the floor that enters either the top or bottom of a panelboard shall be protected from physical damage by conduit or certified raceway, ½ plywood or ½ drywall. If conduit is used for physical protection, derating of the cable shall not apply unless the conduit exceeds 24 inches.
